Jeffrey T. Orrell

Jeff Orrell is a partner at Brown & Winters. He is a general litigation and appellate practitioner, with a specialty in environmental litigation, environmental administrative matters and insurance coverage matters.

Mr. Orrell has assisted clients in addressing contamination and regulatory compliance issues involving a variety of media, including surface water and sediments, groundwater, soils and gases. His work impacts a range of property types, including industrial sites, private properties, public waterways, former landfills and public parks.

Mr. Orrell also specializes in liability insurance law and indemnity litigation, assisting clients in procuring insurance defense coverage and/or enforcing private party defense agreements in response to legal and administrative claims. Mr. Orrell’s insurance work includes assisting public entities and private clients in locating and taking advantage of historical liability policies to address environmental claims not covered by modern day insurance policies. Mr. Orrell also assists clients in obtaining insurance settlement proceeds in general civil matters.

In 2003, Mr. Orrell served as a clerk in the United States Environmental Protection Agency’s (USEPA) Summer Honors Program in Washington, D.C. From 2003-2004, Mr. Orrell served as a National Co-Chair for the National Association of Environmental Law Societies (NAELS).

Mr. Orrell graduated cum laude from California Western School of Law in 2004, where he received American Jurisprudence Awards in Torts and Environmental Law. In 2000, he graduated from the University of North Carolina at Wilmington, with a Bachelor of Science degree in Environmental Science, analyzing rainwater chemistry, and interning in the field of biological habitat studies. In 1999, Mr. Orrell was inducted into the Pi Sigma Alpha National Political Science Honors Society.

Mr. Orrell is a member of the State Bar of California since 2005, and is currently admitted to practice in all California state courts, and in the United States District Court, Southern, Central, and Eastern Districts of California.
