William D. Brown
William D. Brown is a partner at Brown & Winters in Cardiff-by-the-Sea, California, specializing in environmental law. He has been instrumental in the firm’s development of a significant environmental practice focusing on the representation of California public entities.
Mr. Brown received his Bachelor of Arts in Political Science from the University of Southern California on scholarships from the University and the Carnation Corporation. He received his Juris Doctorate from the University of Notre Dame Law School in 1986, where he acted as an editor of the Journal of Legislation.
In the field of environmental law, Mr. Brown has headed the team, which has provided legal and consulting services to many public entities.
Mr. Brown has drafted numerous California environmental statutes. He has testified before the Senate and Assembly Toxics Committees. He frequently represents public entities in regulatory matters involving California Environmental Protection Agency (CALEPA).
